AStA

The General Student Committee (AStA) is composed of students of MHL who work voluntarily for the needs of the students. They are elected annually by the student parliament (StuPa) and represent the interests of the entire student body both internally and externally: with respect to other university bodies such as the Senate, the university management and the lecturers of the MHL and to the representatives of politics, culture and society. In the regularly scheduled office hours (Monday to Friday) the AStA members are students offering concrete advice and support as well as numerous services (AStA Shop, producing the International Student Identity Card (ISIC), ring binders, lending of recording devices and cameras, etc.).

StuPa

The Student Parliament (StuPa) of MHL is comprised of 17 representatives and substitute representatives. The Student Parliament elects the General Student Committee (AStA), writes its own speeches and makes decisions that serve the AStA as a basis for action. The Chair of the StuPa leads the Presidium – consisting of the President, Vice-President and Secretary. The meetings – always publicly held – are usually held once every four weeks and are announced in due time by poster. Members of the university as well as the general public are welcome. Moreover, once a year, there is a university StuPa weekend, which is public. The aim is to discuss and generally think through relevant topics for which there is not enough time in the regular StuPa sessions.

The semester fee for the summer semester 2021 is composed of

Student union: 63 euros
Regional semester ticket: 56 euros
State-wide semester ticket: 132 euros
University sports: 5 euros
AStA: 11 euros

Where can I apply for a refund of my semester fee?
The contributions of the AStA, the semester ticket and the university sports can be refunded by the AStA of the MHL:

Which documents are needed for a refund of the semester fee?
For the refund at the AStA of the MHL there is the application "Rückerstattung Semesterbeitrag" (see below). This must be filled out and submitted to the AStA via email or mail together with the following documents:
Proof of payment (e.g. copy of the bank statement)
Proof of justification for the reimbursement (e.g. confirmation from the Office of Student Affairs, exmatriculation, cancellation of enrollment, semester on leave) / confirmation from university abroad, employer (semester abroad, internship) / copy of severely disabled ID).

For the refund of the Studentenwerk fee, the form "Rückerstattung Studentenwerk" (see below) must be filled out and submitted to the Studentenwerk via email or mail together with the documents mentioned therein. Further information can be found on the Studentenwerk website (see below).

What deadlines must be observed?
The application must be submitted to the Studentenwerk before the beginning of the respective semester. The deadline is 01.04. or 01.10. of a year. At the AStA, the application must be submitted at the latest at the end of the first month of the semester (30.04. or 31.10.). A hardship application (see below) can be submitted up to one month before the end of the lecture period. The deadline is 15.01. or 15.06. of a year.

For which reasons can the semester fee be refunded?

  • Stay during a semester of at least 15 weeks outside the area of validity of the nationwide semester ticket (purposes of absence: student exchange programs, internships, final theses)
  • Semester on leave
  • Disability that makes the use of the public transport impossible or due to which the public transport may already be used free of charge
  • Cancellation of enrollment or exmatriculation
  • Mis-transfers

Is there a hardship provision?
If none of the above reasons apply, it is possible to submit a hardship application to the MHL student body. In this case, the ticket is still valid and the student body takes over parts of the semester fee. A case of hardship exists if the payment of the entire student body fee would represent an unreasonable burden under the circumstances of the individual case. An application for hardship can be submitted for the current semester and for the coming semester. The decision on a submitted hardship application is made by a standing committee of the student parliament, whose members have signed a confidentiality agreement. The decision on acceptance/rejection and the amount of exemption/refund will be made on the basis of the documents submitted and a personal interview between the applicant and the committee members.

What documents are required for a hardship application?
For this purpose, the application "Härtefallantrag" (see below) must be filled out and sent to the AStA of MHL with the following documents:

  • Reason for application (maximum 2 pages)
  • Proof of payment (e.g. copy of the bank statement)
